Ok I take a second look, and have a bit more thoughts about it. First, if you have some spare time I made a guide for the similar build and cover some topics there more deeply, also there is a playlist at the end to see build in action.

Abbot Rathound regalia it gives you everything you need. Speed, str and a bit sneaky power. You still need tailoring for bio and cold def, and on early game bullet protection and even on the frog suite and tabis.
I play my build a bit differently, I still got high evasion, but i only use sure step and catrops to slow down enemy and abuse los, so I don’t have a nimble and uncanny dodge. I believe you can even skip dodge feats without sure step. Also keep in mind you need a huge boost to your dodge and evasion make enemy miss consistently on dom so it may be not worth it to put a lot of feats into it if you got ff and tm, so your main goal is not let enemy fire at you at all. For that will be abusing los and caltrops, so some misses here and there from 1 or 2 lucky enemy is all you need to win the fights, and just maxing eva skill and frog tabis can give you that. I also higly recommend you stay with the escape artist, if you plan to deal with natives, there are too many nets and acid blob can entangle you in stasis. I also recommend you switching expertise to Taste for blood. Expertise damage don’t scale at all so its flat 20, instead of a +50%. Proc it with nail bombs and fuck shit up.

Mate, you really REALLY need expose weakness, since fist are bad against any armour, 9 dex (for 5 ap punch). It is a must for most, if not any  unarmed build.
Will can stay on 3 corporeal projection will still get you good dmg, and you can have ew and a lot of str to damage any enemy. Also you need premed if you got two psi school on dom. I run out of psi even with a really good cost reduction psi band, and have to twist build a little bit just to take it. Force user may work to fix it, but imo ew and premed on haste and stasis are way more useful for a puncher. For an armour i recomend to look at the rathound regalia it is insanely good on fisters.

You also miss conditioning and stoicism. With morphine and aegis this two bad boys gives you another layer of tanking while you got low on hp.  It may be not that good when you face only mechanical dmg, but with the acid, cold, and other non conventional dmg it really helps you.

I think i do. But not 100% sure, sadly. It wasn't in a log for sure but i got plenty of exp by doing the quest and talk to sneaky before lvl up so it can just don't pop up in a log.

1) Pic related i he supposed to have  an ar, but not ALL of them, but not sure.
2) Is it intended, that you don't  get the exp after Gorsky die there? I can talk to Sneaky but got no exp reward

Psion gangster near the tunneler does not use psi powers.

1)   You can kill all the drones by your hands, but can’t tell about it to the cau, and forced to put gas, even if all drones are dead, I think it can be quiet funny to go there kill drones and ask Capitan why does we need mutagen anyway, or some invictus dialogue option, that you kill by your hands, not with a gas. There is a dialogue for a lesser option and I think it will be a fun option to solve quest with a more intense fight.
2)   Been able to tell the drone that you destroy Fort Apoge. They may not believe you and maybe no reward or exp needed just tell that you beat all the fort will be dope.
3)   I’m sure that this one won’t be added, but been able to attack cau near the base of drones and not initially agro all the protectorate, or at least have some explanation why all of the cans are suddenly not happy to see you. I mean near the drone base there not only you who can kill them. Not without any consciences but have some way (persuasion check to commander, who are too not happy to see them and kill the drones) to kill cau and stay in protectorate will be nice.
4)   After you join protectorate and have your house maybe there may be some free drone ambush, if you don’t get the security, now it’s only good for one event, but the ambush in a house was fun for the first part.

In short yes, you can, but i doubt it will make it better. Not sure how worse it become. You got much more from str and if you plan on just using your fists i don't recommend going below 15.
If i want to get 7 will, i will get dex to 10 and use pneumo metal glove to proc the combo, so you still will deal a good dmg to lightly armored enemy. I don't recommend force user tho, with low str you better get some survival feats, like escape artist or maybe nimble. Not stoicism, you a 3 con psion not a hammer wizard you don't have enough effective hp to get much value from it. But the only high will puncher I try was an original time monk, and i can't recommend to stay out of it high enough, if you don’t want a throwing pk wizard at the end, who sometimes can punch old man and disabled children.
If you want 10 will (for lore) I guess you better get a tm – tc knifer. I got some sweet build from Knifegaf that I sure will be great.

But its all 3 coner with psi, i guess somewere on a forum was 3 coner 10 will ar gunner, who is much more first timer friendly. Still 3 con, but ar will make it easy for you.

Unarmed without str is a terrible idea, and you should avoid that. Your fist just didn't get enough dmg for anything with a semi decent armor

You need 9 or 12 dex, for a 5 and 4 ap punch with your tabis, but thats it. Also, with high str you may use a hammer to deal dmg for the high  dt armor opponent.

Ar can is what you need.
Start with 8 str 9 con 9 per 5 int, other stat on 3, than get str to 9, con to 12 the rest go to per as well as a veteran feat. The skills you need, other than guns. is throwing, crafting skills and mercantile (You need good armor, ammo, and special goods in store). Max mech and electro is a must, some bio and early chemistry would help too. Must have feats are, full auto, commando, conditioning, fast metabolism, Thicc skull, concentrated and suppressive fire, oppotunist.
For the gear the tungsten armor will do the job. Make a good ti chrome armor near the endgame to deal with energy weapons, as a gun 7.62 and 8.6 Hornet  will be fine.
You dont need armor slopping, since you dont have mobility, but with a good range and aoe bursts it is not a big problem. Just make the enemy come to you, do not try to chase them.  The worst part of this build imho is how boringly effective it is when you get some decent armor weapon and some feats, and you also need to repair your gun reletivly frequent. On a brigt side, ar have a good dmg, so you didnt need w2c bullet as much as smg user. Also it is probably the only build that didn't benefit from psi that much, and you better keep your skill points and hp. Just keep an eye on a thought control enemies, and try to kill them before they make you suffer.
