Suggestions / Marksman and bolters rifles

Why this game dont have a niche between sniper and assault rifle such as marksman or it's predecessor bolt-action rifle?
1. It shall have lower melee and move penalties
2. low damage range and damage between sniper and assault rifle
3. big crit chance or big crit damage modifier
4. It should be hit and run weapon aimed to chunk off enemies in 1-2 hits, so it shall be combined with something else to be viable.
