Looks like the same issue as " Topic: You can trap yourself in place with a fishing pole." (https://stygiansoftware.com/forums/index.php?topic=5066).  I ran into this issue as well, someplace else in the game.

Bugs / Hypno Goggles do not work on character with base will 3 + all in cocktail

Hi,

I have the hypno goggles and my character has will 3, with the all-in cocktail you get effective 6 will (it shows on the character sheet as will 3 (6) ), but still the hypno goggles functions are greyed out.   I think this is a bug, or the hypno goggles description should clarify that it is base will and not effective will that counts.
