Ah - thanks for identifying why this happened.  I had no idea that I had harmed one of them despite my trying to not hurt them.  I obviously need to be more careful in the future.  At least I now know what to look for if this happens again.  Glad this turned out to not be a bug but my own carelessness.

BTW - thoroughly enjoying the game so far.

The turret is turned off and I'm certain that there are no Raiders anywhere on the level.  It is definitely the Citizens that are initiating combat.

I have uploaded a save file for you.  Just enter the ladder room where the Old Citizen is and combat is immediately initiated with him.  Alternatively, move towards the Dining Room and combat is initiated as soon as any other citizen is within range.

I have also included a recreated save of the other problem (combat/dialog overlap) but as I said in the other thread I have been unable to replicate the issue with this save file.

I had a Quicksave at the time and every time I loaded and entered the Dining Room the problem would occur.  However, I overwrote that save a while back.  Today I loaded an earlier save and worked my way back to the Dining Room encounter.  I saved it just before entering the Dining Room, as before but this time a manual save and not a Quick Save, and upon entering the room in stealth the combat & dialog coinciding bug happened again.  However, when I restarted Underrail and loaded the save I could NOT replicate the problem no matter how many times I reloaded the save.

So, this sounds like the rare known bug that you mention.

I've managed to move past this so no big deal - just my luck that I encountered the problem.

After killing all of the Raiders (including the Leader) in the Dining Room, thereby rescuing the Citizen hostages, I have found that combat is always initiated and cannot be ended whenever I approach either the Old Citizen or the rescued Citizens.  None of the hostages were killed when killing the Raiders.

Is this a bug or design intent?

On the GMS Expedition quest I experienced the following issue.  When entering the Dining Room in stealth mode, I approached the Raider's Leader and was spotted.  This initiated BOTH combat (with initiative results displayed for all the Raiders) and dialog with the Leader.  The cursor changes to the hourglass and when I move this over the only available dialog option, it becomes highlighted as one would expect.  However, left clicking the mouse has no effect and there is now no way to continue either the dialog or the combat.  Only solution is to quit/kill the game.
