Bugs / calling dan to join fight while beast is not killed dialog makes no sense

Not sure if this is bug or just confusing dialog, but...
If you ask Dan in Foundry to join Gorsky in fight in Core City while The Beast (or Balor for the matter) is still not dealt with, Dan says something like "It's better then listening mayor babbling about how he saved Foundry" implying that Beast has been dealt with, which is not the case at all, and makes for somewhat incorrect or confusing dialog.
