Bugs / movement points and speed bug due to warmed up

title says it all. Reloading a save reverts the changes, yet the bug reoccurs every time you gain warmed up status.

Edit: Affects both player and npc's

Hello I think the current values for the 9mm Standard and 9mm JHP rounds have gotten swapped around in one of the previous updates.The former being more expensive than the latter.
