Ah, I see. Yes Usha had the belt. Eidlein could have just as well pointed me to her (or Lydia or the appropriate department head) as that would  have made it more consistent and less easy to overlook.

Yes that is the case, but I don't receive any of the listed reward when joining any one of the three investigation sections.

Now that you mention it, I also did not receive this ite under the same circumstances.

I did manage to get the Tchortist Vathosphore Armor but none of the belts.

Been there

A dead marine and a dead captain. Marine had some items while the captain had the plasma pistol and an oddity. No chip.

Perhaps I should start looking for the chip in cereal boxes :-\.

There are a few lighthouses but none that I can think of have a chip;

The lighthouse on the arch island. Nothing.

Lighthouse near healthcenter: a few (random) items.

Lighthouse in pirate base (entry to archives). Nothing.

I know there is a clearance level than C4 (C5) but as far as I know that is only used as part of the story to prevent you from lifting the lockdown (healthcenter or nexus).

Besides Phil there is one other chip source the wiki mentions and that one can be found in abyssal (which comes only after entering HQ).

I have a C4 (upgraded Phil chip) clearance level and it still required the bioscan.

Playing on normal difficulty I implanted the chip in my arm* and went to the JSHQ. I still had to drop all my items in the bin. I read that on hard difficulty (and up) you had to drop your possessions no matter what but is this also supposed to be the case on normal?

*Some added information I removed and re-implanted the chip once.
