Builds / Best stat route for psi-monk ? (hard difficulty)

Im planing to make psi-Monk build and i would like to get some opinion about Stat investment. So here It goes:

12 or 11 dex with eel food for 4 ap punches

Now what about other stats:

10-13 agi for blitz and expert sprint
10+ will for higher dmg of Force emission and locust of Control
10+ str. for corporal projection force emission dmg increase
9-10 con for survival instincts and/or thick skull

Something like:
Fire guy with pyrokinesis, using fire psi spells, molotovs , Incendiary Blob Pistol and Fire Proximity Suit
Cold guy with Cryogenic Induction, hypotermia, cryo gun, cryokinesis , cryostasis

etc..

Eq: Metal armor made of regenerative vest, metal helmet, metal boots, 9mm rapid reloader Hammerer with extended magazine, lifting belt, backpack full of drugs, taser.

When crafting try to get best resistances possible, dont worry about armor penality. Dont put any points into evasion/dodge/sneak.

Strategy:  Pop adrenaline, kill everything. For hard fights use Morphine Shot. Use taser for execute.

Dead or alive, you're coming with me!

I have three questions concerning energy shields:

1. Is it good idea to put secondary modulator when crafting energy shield? If yes, then which one is best suited?
2. What enchantment is best?
3. High Frequency Shield Emitter seems best. Whats the point of using Low Frequency shields? Dont unarmed/fist/knife attacks will get thru anyways?

Suggestions / Cut-Throat

I think it would be nice to change Cut-Throat into "Surgical strike" and make it work against any enemy. Right now this feat is good but there could be better reason to play knife build if it was uped. There is no reason why knife cant cut thru chinks of bots or turrent armor, or monster arteries.

I was wondering would this build work? Metal spikes, expertise, serated blades, heavyweight, juggernaut etc?

Edit: I just realized this char will end up with 4 attacks  because no tabi or lightning punches. Will it still be viable?

Does Conditioning bonus (10-15% all res) works after other resistance from armors or does it stack? Would character for example equiped with lifting belt and conditioning and 5 CON would had dmg reduced by 20% or does it roll twice?
