General / All of Core City Hostile?

Just wondering if someone could help me out
I've done the mission to steal the shields from the protectorate and on leaving the warehouse everyone in core city seems to be hostile to me
I did kill the superintendant after bribing him in the utility building which I'm thinking may have caused it - but this was silently with a crossbow and after closing the door, no one came to investigate and I was able to leave combat instantly so I thought it'd gone unnoticed
Is there any way out of this or do I need to start the game again?
