What exactly do I have to do to make a decent PSI gun build or should I only go pure PSI?

So I'm kind of new to making my own build for like a Starcraft Spectre and was hoping to get some critiques and possibly some gear recommendations.

I'm new to this game and I saw that snipers and smgs as well as Psionic's are in the game and I was wondering is it possible to make a build that would resemble a ghost from Starcraft.
