it all depends on the seed you roll at the start of the game

Hi this may be a silly question that maybe only the devs could answer but I'm halfway through my current dominating playthrough and I started it before the utility tower patch came through so I never got the email at the beginning about the utility tower boss or smasher bros in that save. I'd really like to not have to start another game but I am sad it's the only way for me to get to fight any of those bosses. The question is simple; am I able to adjust the code in hex editor to put that email in my current playthrough?

I made an account just to ask this question; With this Psi update now on the mainbranch does the waterways update come with that? I know it isn't clearly stated but I don't want to assume. If not then I'll wait to start another playthrough. Thanks in advance!
