I thought of that as a deliberate weakness of Plasma weapons to balance their insane damage.

No, I think he meant that sometimes mobs drop leather armours based on higher level components than actually occur in the game, not that he'd nerf crafting.
I may be wrong, though.
As for Riot gear: How about Shock Shields or Strobe lights?
As for the Melee bonus, I'd say increasing it to 65% would already be sufficient. YMMV

First you say no exploits, then you want to reimport characters.
For a pacifist playthrough, oddity is probably better.

Well, that at least goes as proof that the models are 3D rendered. Kinda odd that nowadays you create a retro look by rendering stuff, then essentially making a screenshot of it. ^^
Then again, I think Diablo 2 worked the same way.

Some of those look startingly similar. I'm not sure sprinkling a few black pixels on something necessarily makes for a "darker look".
Then again that's the bases, the caves are ... surprisingly well lit.

I personally think you should just get crafting as high as you can, for the 1-2 that you use.
A score of 90 can easily be reached when building combination items, mostly of defensive nature.
Social skills need a bit less.
I think I've seen somewhere a lock, not sure if regular or electronic, that required a 100?

I just remembered I tried an Armoured Assault Rifle rifle build last version, only got to Junkyard and Furnace, I think.
Having a low initiative and move points isn't actually a big problem with a proper shield; You can take it.
You do run out of feats, though, I think I accidentally picked one SMG feat, and other than that only defensive ones.
It was undeniably powerful, however.

Reckless isn't a bad idea, with a good armour and energy shield a hit or two aren't that bad.
As you're a ranged user, you can't really afford to use a helmet, though, so the disadvantage will be felt.

I would recommend you get into a little bit of crafting, if you're not using PSI nor social skills, you get the points left over.
Then again, you probably have no need of any special functions given a straight forward combat build.
'Sides Full Auto, Feats will probably end up largely defensive, maybe some throwing skills.

It really just levels too fast.
If the last 5 levels required twice as many oddities, I think we'd have less of a problem.
By then, the character is already fleshed out, and it's just about improving it.
Maybe adding just a few more levels would help.
On the other hand, if you level till the bitter end, you will practically never use all those awesome skills you piled up because the game ends when you've just attained them.
