It's additive, though there's only one feat that affects weapon AP cost currently and that's Gunslinger which has a flat modifier. The flat modifier is applied at the end.
Lightning Punches
Just sayin 8)

So now he has to switch them out for Bizniz-Enhancements?
Nice to hear that you can get some help now! Don't expand too far, Two's a party, but ten.... :P
Also a great list of changes, even if we have to wait for them for another while.
Very interesting idea on the Dexterity, this could make high Dex characters outright viable. :D
Well, or overly munchy, is the % additive or multiplicative? With feats and the like?

Even before the combat gloves a puncher was possible, though I still needed PSI.
Not for the punches, but to stun and electrocute.
Kicking enemies in the crown jewels with serrated blades and hugging them with spiked armour worked rather well, but it was hard, no lies.
I'm not actually sure I'd do better nowadays, the gloves are slower.

Recycling just plain isn't worth it.
Even when in the past I found the blueprint, I wouldn't use it.
What the hell would I need scrap for, I get more repair kits by just selling the items and buying the kits.

I've actually been fine with mk2s on characters using heavy armour.
Blow them right in your face, it will barely scratch. Follow up with pyrokinesis and you're golden.
But yeh, I never invested in throwing skills myself.
It's essentially the ability that's good for absolutely nothing but using the one item type that will solve every problem in the game.
That's cheap. man.

Now, now, he put in some effort to give actually quite reasonable feedback and explain himself in detail.
We should have the courtesy to respond in kind, despite our potentially diverging opinions.

Honestly, Half Life 2 and Portal are great examples of doing it right.
I am a Game Designer, I can appreciate it.
Even then, I had those moments, say, in portal, where I thought "Oh, now they try to show me that again, in case I forgot."
But overall, those are great games. Some of the best around. Portal is 90% tutorial. To it's credit, it also has decidedly unique gameplay.

I would probably agree that getting a weapon for the combat skill you picked would be neat, why would my avatar have run around with a gun when he can't shoot for his life?
I can't possibly say anything about AI. Sounds like work, though.

Well, everyone is entitled to his opinion.
A few things though:
A) This game is done by one person.
You can't expect sophisticated AI. Ever.
B) The game being silly hard, you being hardly told anything, having to loot every container and constantly being low on ammo is kinda the point.

I feel taken for a fool everytime in a new game I get forced through some silly Tutorial "Press mouse 1 to click", and even if I skip it the next two hours the game tries to "teach" me the most elementary things.

Well, given various story bits, he probably had a lot of time to prepare. ;)

So we can get Tandem charge projectiles for that 12.7mm sniper?  8)
I'd still the option to buy mixed magazines at later game stores, to account for the rarity of those bullets.
AP Mag for 3 shot burst weapon? 1 AP, 2 Standard.

You can enter the camera room to study the patrol routes of the robots.
And now another lesson in exploiting game mechanics:
Run up to the camera, combat mode, fire crossbow, exit, again, dead.
Allows you to take it down with low numbers without it seeing you.
Of course you should beat it afterwards.

So that's the reason the guy with the mechanical burrower hit me for over 600 damage when I attacked him back when with my melee char?
Ah well, I got right back at him with a few hundred damage spike armour.^^

Hey, PSI heavy armour melee was my first playthrough as well!
He could hack, though, and there were no headbands or combat gloves back then.
Mutant leather armour isn't actually that bad; I think it gives acid resistance or something?

You could make a special magazine for enemy types, with the first bullet of each burst being effective against a type of target, or maybe use a single shot weapon with varied types to always deal good damage.^^
Nontheless, that seems like a hassle.
Maybe in future places we can buy mixed magazines?
Say, 50%AP? ^^
