Well, whenever you invest in something, you lose out in something else you could level instead.
If you also are fine with being none too good with social interaction, though, which uses the same attribute as Psi, you'll probably have plenty of points.
2 weapons + crafting is feasible.
Now if you want weapons, crafting, sneaking, and some traps, and everything preferable at a high level, you'll come up short, but what you seem to plan is inherently doable.

Everything that you can't sneak around or backstab tends to be vulnerable to cheap EMP grenades.

Looks like some very interesting changes!
Reasons not to go PSI (Is that base-base hitpoints, or calculation base), massive nerfs to pistols (where they really that strong without crit?), and it looks like a stealth build is attractive again, with a range of now good options like crossbows or a sniper Rifle.
And damn, a noise system? I mean, now? Not that I'd complain. Though that might make stealth builds weaker again and rebuff PSI. Complicated stuff. With the noise system in place, will enemies still see everything around them?

Yeah, but in metro the old world bullets are rare and significantly more powerful.
When in need, you can fire money.

Not that discussion again.
Reducing the sale price of items by another 10-20% would just reduce the amount of money you have, it wouldn't change anything about the gameplay because that's just excess money.
Unless you need to create every single item from super steel.
