You contacted him over navcom, right? Navcom has a separate dialog file, and I guess I originally only fixed it in the professor's personal dialog. Fixed now, hopefully for good. I can't uncomplete quest, so this will only apply to new passes through this branch.

The only other thing I can think of is that you reinstall the game. But the funny thing is, just recently there was a person who sent me their save, and everything worked fine on my version yet he wasn't getting a certain dialog option, so I'm trying to figure out if there could be some other underlying issue.

Perhaps this is some kind of markdown bug where the asterisks are denoting boldness.

This. Replaced * with ?, and all is good now. The glitched out console in Hephaestus also had a similar problem, so I fixed that one as well. If you find more, do let us know.

After validating files and giving it a restart the same problem persists. Do you think it is because i am running on the experiential build?

Well, I tried it on both on experimental 1.1.2.3 and the yet-unreleased 1.1.2.4 and it worked fine. You could always try updating to 1.1.2.3, but I'm not sure if that would make any difference, as we haven't done anything with the sub in quite a while. Give it a shot and tell me if you can exit and enter the sub normally with my save.

Could be your antivirus software. Try disabling it temporarily and see if anything changes. We often have problems with certain AV's, Avast and AVG mainly, blocking Underrail for some reason. If your AV is the problem, you can exclude the whole Underrail folder from its search and that should prevent it from causing any more trouble.

I also saw that harperfan7 posted a helpful link on Discord, so you can try manually reinstalling XNA from there as well.

Works fine when I try it. I don't know if you tried restarting the game, because sometimes when it runs out of memory it can cause all sorts of strange loading problems. Also, you could try verifying your game files. On Steam it's Underrail -> Properties -> Local files -> Verify, and on GoG it's More -> Manage Installation -> Verify/Repair. Let me know if it works.

Maybe give Yahota and Aegis sec-troopers some antidotes while you're at it? The fools die from heartbreaker poison literally like flies.

They already have it unless you give your medical supplies to other parties.

2. This will never happen, but it's fun to think about it :) - the agent asks the player how they should tackle the situation. We charge them at first sight, gun-ho style, or we barricade ourselves in.

Hmmm, I like the sound of this. It would definitely give the player more control over what happens, and it could help support more aggressive playstyles.

I'll also think about what else we could have the NPCs do...

You'll now be able to use the ship's console to lower the shields. Won't work retroactively, though; you'd have to spawn the whole ship again.

In a sense that going through the dialog again causes the same bug, or that the completed quest remains in the notes when loading the save with the character that already went through the said dialog?

Yeah, you can miss unlocking Kevin if Dan goes to Core City before revealing the information to the player. I'll add info about him to more people in Foundry as to avoid problems like this.
