It's... a bit hidden. If you chat with pirates on jet skis while riding the Shark they'll comment on "your jet looking familiar". Eventually the word will reach Donnie, and he'll talk to you about it when you visit him.

It's a riot gear generator bug. It still had a chance to generate overcoat/shield even if explicitly disabled. Fixed for the next patch.
