I was thinking about sitting on this info because I don't want Styg to nerf it but ...

Styg did implemented a hard counter to Death Stalker since the introduction to expedition. Lot of players apparently did not fully explore all available options (there's a recent post on how boots are currently useless - absolutely not! Which is proven below.)

Infused Sea Wyrm Scales/Leper Serpent Skin leather armor + Infused Sea Wyrm Scales//Leper Serpent Skin boots. Using these very heavy armor set, at some point you'll become immune to knife attack, at top quality you'll be immune to melee attack. This have some interesting implications which will completely changed a lot of meta once you achieve that point (which I did on my current spear run). I did some testings against Death Stalker wearing this 100% melee immune armor set and it's possible to learn their behavior. However I can confidently say it's not possible to use this behavior knowledge to 100% counter Death Stalker or even effectively counter Death Stalker using this knowledge alone for some char.
It's much easier with Skinner but possible if you tediously farm Sea Wyrm/Leper for high quality drop (don't forget to exterminate Native too for their leather loot).

Again I like to remind everyone the light from marsh honey can reveal stealth enemies.

And Styg, if you are reading this, please please please for the love of god don't nerf them. These armor set is far from OP as they are:
very high in armor penalty - with all its associated con
still weak against sniper, xbow and psi even with top quality kelvar coat + top q shield
very hard to obtain without Skinner and/or tedious farming, oh man super steel farming alone on my current run was tedious as hell. Sea Wyrm rusting debuff is so god damn annoying and financially costly on dominating.

Long wall of text warning

As you experienced first hand, dominating early game is brutal on your resources. The 30% npc skill buff and health buff changed a lot of meta for the game (5mm SMG no longer effective, AR is now switch place w/ SMG on class tier, etc).
How to take down early game enemies in general:
majority of you damage will be from psi - mainly kiting w/ Cryokinesis and Temporal Distortion while hiding safely behind a closed fence.
secondary damage: caltrop, bear traps, grenades

A fishing rod is a reliable, if meager, source of income. You can also invest in 50 effective pickpocketing as well.

Now on to your build:
Premeditate comes way too late. If you get it ASAP it really helps out early game (open door, premeditate psi, close door) - that alone would have helped you get past the Newton quest.
Psi is a package deal. You should get at least 35 Metathermics for Cryostasis
You are getting 13 DEX at level 26 which is very late for energy pistol AP reduction. Once you are at level 26 and eating eel sandwich you will get 10AP per laser pistol shot meaning 9 to 10 shots per turn (50 base AP, 20 from PTC, 20 from adrenaline = 90AP total OR 100 AP total when you have Psycho-temporal acceleration + use native cocaine). Plus you choose to use a sniper sidearm (which is also a slow weapon as well).

I think there are three ways to approach energy pistol:
1. Dump PER, get 18 DEX and Versatility, max melee for 8AP laser pistol shot meaning 11 to 13 per turn @end game. This method enjoy high DEX AP cost reduction benefit right from the beginning
2. Galaxy brain - super high INT so even non-critical shot hurts. You will have to take ability points from somewhere. How you setup your char is up to you.
3. Get 11 PER, 9 CON, recklessness, survival instinct, scrutinous, wear infused rathound leather armor + seeker goggle, use focus stim for 100% crit chance

I mean your build as is will still work - you just won't ever feel OP and your gameplay might not be pleasant.

You also over-invest on couple skills - lockpicking, hacking and mercantile just to name a few.

Well Marty consistently has Q100~ish paddings of all sorts. It's just seems to be super rare for anything that's Q120+.

Playing a leather armor centric char and I notice a lack of availability of high quality paddings. Is this intentional?

You can occasionally see high quality (q14x) soft foam padding available for sale from various vendors but for others it just seems super rare, especially for High Density Foam Padding and insulating foam padding.

I mean I'm at the mid-late game right before final area w/ access to all possible vendors for my factions and the highest q high density foam padding I was able to obtain was q11x.

It's not even about the loot. It's the lines and lines of Water Locus corpse littering all around the map whenever you press Tab or Z and you can't get rid of it.

Water Locus corpse should have a more generous looting range like sea serpent. In fact, all creatures within the Black Sea should have a more generous looting range (including an even larger increase for all the sea serpents). Right now there are corpses littered all over the Black Sea that are very near the edge of the shore and I can't loot them. The OCD in me just makes me ... intensely uncomfortable.

This is a huge maybe - get out of combat by restealth when enemy is at low health and kill everything using incap/stun + gas grenade + poison caltrops.

4) STR requirement doesn't matter for spear throwing. However, the built-in plasma cannon of lemurian spear is implemented differently; it checks the spear's STR requirement.
So it is fine for a 3 str/high dex melee fist/knife user to carry a throwing spear for ranged options then. Interesting.

That's what I thought too - you could even get sniper shot like damage when it crit. However this is still an inferior option for high DEX char  compare to Versatility + Chem pistol (not to mention you can get Cooked shot on top of that which offer true AOE + ignore evasion).

Doing a run and char build test with spear. I'm hoping for some clarification regarding Spear Throw.

Spear Throw is considered as a melee/range/combat utility attack?

What's the critical chance and critical damage bonus for Spear throw? Is it fixed like combat utility/traps or is it calculate using melee/range critical numbers?

Since this is a special attack, would smart goggles increase its damage?

Since its precision is based on throwing skill - does this mean there's no ill effect if your char does not meet the spear's STR requirement?

Just want to know if Hit and Run is suppose to be affected by armor penalty like fancy footwork? If yes, please update feat description. If not, please take a look as it doesn't seem to work at all @95 armor penalty.

If you push Ola for an answer he'll tell you she's a spy and she's "gone" (strongly hinting she's dead).
Think about it, if you are Ola, Vivian is still out there ghosting, and the newbie (shown to be a powerful and resourceful one man army) is pushing you for news about her - you wouldn't tell the newbie outright Vivian is dead. You would have try to fish for information and/or try to turn the newbie against Vivian hoping the newbie will try to track her down for you. This is why I think Vivian is dead because Ola didn't try to do any of the above.
