Hammerer has vastly superior max damage, while having really wide damage gap, it's just the way it is. Alternatively, you could switch gear to SMG and use Tommy Gun, which uses .44,too

Pistol is infamous to be the worst firearm, but it's dominating-viable. At the very least, it's more viable than throwing knife build. You need max Dex + gunslinger + jkk armor to make it spammable, which increased the damage a lot. Sharpshooter and critical power helps a bit with your crit damage. Alternatively, you could use 9mm Falchion, which has better damage range and better crit chance

Also, keep in mind that it's possible to use chemical pistol, energy pistol, or even SMG in "pistoleer" build. Chem has a lot of great CC capability and you only need Cooked Shot feat, while energy works great on heavy armored enemies and it doesn't need any special feat (although you could use high-technicality if you have 8+ INT, and maybe Practical Physicist if you're going crit build)

We honestly don't need more school tbh.
Light Manipulation should be handled by Thermodynamics, sound is managed by Psychokinesis, visual illusion is Thought Control, while any "passive" looking abilities are handed by Temporal Manipulation (with different flavor)

Also, psi is already mega strong, it shouldn't be changed or buffed anymore. Also, most of your ability suggestion is already handled by one thing or another, probably except the darkness and sound-related skills, which imo should be handled using additional Throwing utilities

From what I hear, Fragmented Chaos was bugged, idk if it's fixed now.
Sure step is just a pure QoL tbh, unless you're going to use acid pistol and caltrops, it's usually not worth it.
Crafting siphoner / mutated dog leather armor and boots usually enough to mitigate acid pool

Sniper + shotgun would works much better than crossbow if you want some spike damage action. Shotty without full-auto is good enough, although with that feat, it becomes devastatingly powerful, I think I managed to deal ~400 damage at Depot A before
Sniper build starts working in mid-game, after you get Dragunov, since it's usually quite rare to find Rapid Reload for your low AP sniper
Or if you don't wanna use shotgun, energy pistol + jkk like your original idea still works fine

You sure that they're not just stealthed?
Sniper enemies usually has high stealth and high PER, and they'll shoot target on sight

There's also Hypercerebrix drug (70 biology) that increased 2 INT, obtainable somewhere in Expedition.
Under Pie that increased all stats by 3, useful for few Treshold encounter, such as Social skill and 1-2 very high requirement lock/hack, somewhat uncommon to find, though.
After certain point in the game, you'll get your very own House that you can upgrade with crafting bench, adding 15% bonus to your crafting skills
As for planning, on the Builder site, there's "extra" option on Base screen, which you could check for Crafting bonus, add 2 INT and underpie food buff
Keep in mind that all option will be cuts off once you're in DC, unless you could stockpile hundreds of Hypercerebrix and underpie.

Also for huge QoL, I recommend using either/both Speedhack (someone made small app that seamlessly works with the game) to speed up all animation and walking speed, and Cheat Engine for unlimited weight (Table is available on steam FAQ, or just Google around for more cheaty table)

It's worth it imo. You could easily stacks people up with force field, and energy pistol should be good enough to 1shot enemies and proc ThermoD at 100% hp, dealing maximum damage, and if you used electro pistol, the bounce should take care of the rest. Even with 50 thermo, I think it's still worth it. You should have handful of spare points if you dump dodge.

I have mixed opinion so far. Although my sword run is pretty smooth, since I don't really use flurry that much, as normal attack is usually enough to kill stuff reliably
It's not as comfy as spear and far from psi monk. Although I kinda agree that sword feels a bit better than knife, at least in low level (it would be great on very high Dex w/ eviscerate and cutthroat, though)

I hope this is typo

Opportunist is an amazing feat if you use psi and any weapon. Can be easily triggered by Cyrokinesis or TK punch / electrokinesis stun. Along with Premeditation, it's essentially a free, guaranteed damage booster. If you able to like Chem pistol, Cooked Shot + cyro pistol could proc AoE slow, which also helps Opportunist. Crawler poison could also helps with this

Dodge and evasion is kinda questionable with Agi 7, even with 16 Agi, it wasn't worth it in DC (previous area is pretty great). If you have to, dump dodge and max evasion, at the very least, evasion will helps negating explosive damage, while you could simply focus on melee or disable them.

Ambush is still good, it's more reliable with the Ambush indication. You still need good enough Throwing to minimize restart from bad Molotov (or you could pick Pyromaniac / Pyro Chem pistol)
Recklessness spec isn't that good imo, you'd better pump PER and pick Scrutinous later.

As for additional feat and stats progression, I recommend 11 PER and max INT, then pick High Technicalities, since you dump DEX anyway. This way, you'll have really high damage output, alongside with high crit damage, you could potentially kill multiple enemies with aimed shot
I also recommend 50 points on thermodynamics for Thermodynamic Destabilization. On clumped enemies, Premeditation > ThermoD > aimed shot, will almost guaranteed murdering all enemies around it

It doesn't stack, although each block source triggered separately.
"stacking" block are way overkill, especially since it only works with melee attack, leaving ranged attack as biggest weakness. And due to shield weight, you'll have pretty high movement penalty, thus making this option almost impossible for low agi character. And with that high penalty, metal armor usually provides better defense for both melee and ranged, especially once you get lucky with good quality Super Steel

Which leaves to my 1st suggestion, still making RG shield less better than metal, but potentially better if the blocking proc
