NO's damage is far from phenomenal until you get a high-quality psi band with the relevant components, unless when it's compared to conventional damage sources that the bladelings resist against, then yes it's phenomenal.
All in all though it's way too easy to disregard the argument just because it isn't necessary to actually do the Foundry quest so one can do it late in the game when the build bears fruit and it's easy to kill enemies left and right, but I still think they're too unreasonably tanky even against things that should bypass that tankiness.

Gameplay-wise, bladelings are way too tanky and are a pain in the ass to fight as a result of not just their very high resistances (forcing people to switch to either armor-piercing options or alternate damage sources that they are not resistant to like energy, or bio if you're doing the invasion quest) and decent health, but also the immunity to criticals when they're one of the main ways someone improves their damage because of the slow scaling of base damage (having 100 effective skill merely multiplies the damage by 1.7x). With the W2C nerf reducing how much resistance is ignored (from 26% Bladeling resistance to 41-48%) it got even worse, crossbowers still don't have a reliable option and for psi the only ability that reliably does any damage before Plasma Beam is Temporal Distortion to a single target (that might spread to more if you got the feat).
Lore-wise, I imagine that actually breaching the rock as a result of the armor-piercing attack should hit some sort of vital.

I agree that the W2C nerf wasn't good, actually crafting enough bullets is a very expensive endeavor and merchants barely sell any W2C, most of Expedition as a result is now harder due to how common heavy-resistance enemies are.

That includes W2C bullets, Neural Overload, Plasma Beam (although in the case of Plasma Beam it's more of a case of armor-ignoring, the energy damage does not get blocked) and energy pistols (ditto).

The problem with balance discussion is that at some point people are going to turn a mosquito into a horse. 1.15x damage means that you need to apply that damage 6-7 times to get what is essentially an extra hit worth of damage, and 1.25x is 4 times. It's not that much of a damage improvement, given that slowing effects are rare and incapacitations break after only one hit. If anything the only rear non-conditional buff is for acid pistols because they tend to root with every shot, but that's it, everything else you need to apply that debilitation by throwing nets, stunning with tasers, throwing flashbangs etc

Unique weapons vary a lot in effectiveness but are usually overshadowed by regular alternatives that you can craft, but what if it was possible to Disassemble unique weapons and use their unique component for re-crafting the same weapon but improved? Like the Power Fist yielding its frame and allowing you to re-craft it with better components (either becoming a dedicated recipe or managing to make it add a new crafting slot when the Power Fist frame is added), or the Red Dragon yielding its advanced tech.

Anyway I argue for using effective skill instead of base skill when it comes to item requirements because the effective skill "is" the skill of the user for pretty much nearly everything else that matters; crafting, dialogue, combat, stealthy stuff, for all intents and purposes nothing that I'm aware of cares about base skill other than maybe learning the Silent Isle pillar (but I cannot tell if it requires enough TC or enough Will, since I've always taken TC with high-Will builds), even stats like Perception are given the "effective is the stat that matters" treatment, spiking Intelligence lets you comprehend the Ferryman's philosophy and so on.

Maybe have it so that you're shooting someone point-blank you also stab them? Being shot AND stabbed has got to hurt a lot more than just shot.
