I kind of like the Harper's advice too, although I should almost smite you for offering a 3 INT build for a new guy :)
Jokes aside, AR feats that are essential do not include Aimed Shot! I know this is just an opinion, but I am adamant about not wasting a point for that one. There is a sense of viability for it in the early game. It does pack a punch using it on a switch weapon with high damage range and critical dmg.
Generally you like to have Suppressive Fire, Full-Auto, Concentrated Fire and Commando for ANY AR build.
Guehlfirf I do like the idea what you have going on with the feats and stat range in the build of yours, and of course you meant it just as a guideline, instead of a proper build per-se, so don't take me too seriously. I just want to be very correct when it comes to beginners and AR builds, so that people don't get the wrong idea about them. The absolute power and punch is real when you do get Concentrated Fire. It is ((almost) definitely!) nerf worthy.
It would be a great idea to have Grenadier in a newbie build though. Needs 6 DEX, but there are some ideas going 7 DEX too. Generally 3 WIL is enough for the AR builds.

Thing with Psycho Predation is that you need caltrops to make it work. It kinda forcingly introduces sure step in a build that you never take. But TC/PSYCHO is a valid thing. And yeah. That ability is super op, when stacked. Like seriously fucking op.

Spear would be extremely cool, if we had a kind of ghost strike with it, scaling with TC. My idea for it is to have a chain-lightning type of ability scaling with TC and TM, so that the combined values would not make the build ridiculously overpowered. Like the first target you hit would take -50%, anyone near goes full, and anything beyond 1 range would take +50%. Limiting maximum targets could be a way to scale it down. Spears still suck, Styg!

I do not agree with the advice Guehlfirf gave you there, not fully! There are very good points, but some of that made me gringe so hard that I had to post this :)
Not a personal note, but with AR, instead of highlighting Full Auto, you definitely should highlight Concentrated Fire instead!
 :o ---- with the ideas of not going for maximum efficiency, I did something along this idea and it gave me THE giggles. Stupidly overpowered but so much fun!

actually funny quest now that we get reminded. there is a way to dodge the bob chat with the tag, when you just run into the lockers in combat. meaning, hit enter and just run into the rooms. im not sure how the notes and nuances go there but, that was always the base idea... unless you slaughter everyone :)

I understand that Styg wouldn't  want to reverse his unfortunate gamedesign choices (or help others to adjust the game for themselves), but you two monkeys could have abstained from this pathetic crap, jeez.

Do not get too touchy, brother, the RNG is there for the guys re-playing dominating mostly. I do agree not getting a Goliath spawn at level 2-3 hurts most Psi builds, but what can you do :)

Not do Regalia but craft with Tailoring instead to get more crits in the build. Again these are just opinions, but I tried to be as effective as I could with them.
*edit* Forgot where I misplaced my graphs with melee, whether Cheap Shots or Critical Power has most added value, usually beyond 167% CHD Critical Power has more value. So might opt with 10/10 with CP instead of CS...

RewRatt's build looks solid, even if I do not approve of picking throwing without Expert Throwing. I would modify that to 7 agil, and 10 dex instead, just to have more accuracy, if throwing is the thing, because strider nor blitz are necessary with that when you have hit-and-run (spec'd or not). Other way around is to go 13 agil for expert sprint, and deduct from max Str, still not sure if it is the winning trade, but there is still only 95% to hit, so the extra ap might be actually worth it. Also nimble at 1 and Sprint(best feat ingame) post 20(?), could trade numble for opportunist either way, gets more value. 10-20% armor penalty is not that rough. And to adjust the feat order a little bit too, I would go 10 for Sweep, Temporal at 12 and Crit Power 14, always. Expose Weakness and Cheap Shots level-picking-wise should be interchanged too. Escape artist gets value too, but strictly not necessary to have it when you could just reload, pick that post 20s.

The whle "random dungeon" things feel really wrong to me in the long, exploration-based game like this, I feel that I'm getting content cut for no reason at all. I don't think that this system is well designed as it is with dungeons being wildly unequal and their spawn not being affected by player actions, nor do I think that underrail is a fitting game for this kind of system, being 70+ hours game that isn't all that replayable content-wise.

So anyway, is there a way to fix this issue?

Do not do Spear on any phase, form or type! Styx needs to fix the viability. AP-to-DMG sucks, heavy downgrade from Sledge with same stats, basically, and costs more AP to do less damage, have no viable feats, and has to do it with more stats spent.

FYI, I went the absolute max spear AoE dps that I could ever do, and I still ended up doing only grenades to survive.
DO NOT -> try spear throw, it sucks on any difficulty, has zero dependability, and has a shitty cooldown, even if boosted. Just don't!
Throwing, and dex-wise, knives are fantastic as support or leeching some extra AP on kill, but... do not do that either if you respect yourself, just respect the natural Molotovs and Plasmas before you get excited.

NOW --- what I suggest is you do some build that has enough STR for assault rifles, agi for Sprint, and Jedi-self-haste stuff, and pick Concentrated Fire feat for damage for rifles, to win. Anything becomes obsolete at that point.

Do a legit playthrough with a legit weapon.
