Enemies prioritize attacking the barrier instead of my character. Even enemies outside of the barrier. Even when my character can be attacked instead.

Base psi cost modifier only counts Psycho-neural Optimization all other bonuses are ignored.

Really depends what psi school you want to use. Maybe also depends on the gun you want to use.

1) If your idea of psi gun build is buffing yourself go temporal. You can keep will at 3. Level temoporal to 70. Best abilities don't really scale with skill.
2) Psychokinesis is probably best school for hybrids. Dump will to 3. Level psychokinesis to max. You really can go wrong with it.
3) Metathermics is hard. It's all about damage. Meaning you need will. You can go 10 will and take psychosis and psionic mania. Craft a crit boosting headband. You can have a big blast once or twice in a fight.
4) Thought control is decent in theory. A lot of control and enrage is amazing. But i always find myself using my weapon more. At some point it's easier to just kill people than control them. Was were helpful early game though. Don't recommend it, but if you really want to go the same way a metathemics. 10 will psychosis and mania. Get locus of control.

Considering how player character cannot be spooked (never seen my character affected with fear) it would be strange for him to be scared of heights.

In theory. But the experience on learning it feel special doesn't it?
There is also a psionic rat which uses bilocation because it lives near similar pillars.
Maybe those pillars are a hot spot for aspiring thought controllers?

Quick pockets allowing to use enhancements during combat is a great idea. Maybe through new specialization.

At least increase the spawn chance. In 500 hours of playing i never seen him once.

Crowbar is a pretty bad weapon, no reason to ever equip it. So every time i want to open a vent i have to do this weaponswitching dance.
Every time i play high str character i still level 50 lockpicking and use omnitool for convenience.
