Cheap Shots triggers on Spear Throw

I noticed that enemies are sometimes incapacitated when hit with a thrown spear. I don't see any reason for that other than Cheap Shots triggering, however, its description mentions only melee attacks. Looks like a bug to me.

Spear throw is a melee attack in all ways except that you use the throwing skill for targeting (and that it has a long range obviously).

Do you mean that developers confirmed that Spear Throw is intended to act as a melee attack? From common sense, I don't see why throwing spears would be fundamentally different from throwing knives, and I don't remember the latter triggering Cheap Shots.

Because spears are weapon and throwing knives are utilities

Spear throw damage is also based on melee and not throwing
