If you go to the Lemurian Health Center straight from the Mutie Refuge after obtaining Phil's arm and extract the chip, the expedition storyline soft-locks. People at the camp magically know that you found the arm (even if you told them via NavCom that you didn't) and wait for you before the Keep door, and there is no option to use your own hand if you implanted the chip.
Maybe visiting the LHC too early should simply count as going AWOL and make the expedition hostile (like when you get to the Nexus security room too early)?
