Console with a manipulator and dog coughing out rubber balls

Hey guys, I want to find a location where there is a lot of junk with loot and a console that controls a manipulator that can grab cans and boxes for you but there is a limited amount of energy so you can't get all the cans and boxes. There is also an exit that leads to a location with a large basin (or a pool, dunno how it's called) with toxic waste but you can walk there, and also there are two drain pipes that you can climb, there is one crawler or a dead stalker inside of one pipe and a dog inside of the other pipe, and if you click on this dog it will cough out rubber balls, a stygian coin, something else, and this dog eventually dies after you click on it several times. I couldn't manage to find it on wiki or this forum so please help me find these locations!

That's one of the possible random locations in Core City sewers. It doesn't appear in each playthrough, but when it does exploring every nook and cranny in the sewers will usually suffice to locate the area.

I found the blast furnace in the sewers (location where there are pipes that shoot fire), so I assume I won't find this random location?

I think in the sewers there are usually two random locations at once so there might be a chance it's still out there somewhere. I'm not sure though.
