I'm not sure if it's worth writing this here, but the site underrail.info It doesn't work.
"The domain has expired"
Is there any other way to get into the "Underrail character builder"?

Nope.  Epeli let it go completely and now its dead.

You can use this:
https://cannedbean29.github.io/UnderrailBuilderRemake/

but its a little buggy and doesnt have the mutagen solver
