Missing Jack Quicksilver

OK, here is a simple question. I never talked to Jack Quicksilver, somehow I missed him. Right now I'm level 20 and close to wrapping Up Institute of Tchort missions. While browsing I run into info on this guy but upon returning to SGS cafeteria he's nowhere to be found. GSM Compound is still locked etc. Did I miss the train to do his missions?

after his initial quest he moves to core city in front of the hardcore bar, i'd say he moves there on his own even if you don't finish his first quest. though a certain baldie from junkyard is connected with jack and you have to finish his quests before proceeding further.

Thanks, found him. He won't talk to me anymore so I missed the train but at least it's not a bug.
