I might've bugged Free Maura

So here's the thing. I did Abram's bug properly by putting the burrower thingy in the vent. Never got caught. Completed the quest. I did this before completing Depot (I'm pretty sure at least lmao). I have played almost 20 hours after completing Abrams  Bug and I still have not been contacted by a commoner to start free Maura. Should i just wait in Junkyard on like 4 times speed? I've gone around all of the commoners in Junkyard about a dozen times and it still  hasn't procced. Is there another criteria to starting the quest? I placed the bug east of deputy's room if that matters. I swore I didn't get caught otherwise I'd be hostile with protectorate. What do i do i can't get the huxkey now

Try going south out of junkyard.

I had the same problem. Messenger didn't appear, but you can continue. Simply go west of Junkyard to the place where Abram digs into Protectorate base and talk to him.

The messenger that's supposed to talk to you is on the map outside the embassy, just south of the fence where the agility checks are. Did you sneak by him, or avoid him in any other way, as the idea was that he stops you on your way back from the embassy after planting the bug, if I'm not mistaken.
