i havent done any raid (nor have i killed all of aegis if that makes a difference) and cruzer says im worthy to speak to despite not having done anything.

Doing raids is not the only prerequisite for unlocking Cruzer's dialog. There's a flag for "earning respect" of the pirates, which can be set to true by doing raids, reporting your findings to Grim and such. You'll know you unlocked it when Grim's responses to random questions become nicer and he allows you to use the bridge console, for instance.

thing is ive done none of that. i returned to the black sea after a long time and i hadnt done anything

I could take a look at the save before talking to Cruzer, if you still have it. Saves are in Documents\My Games\Underrail\Saves, and you can upload it to Google Drive, Dropbox, or any cloud service of your liking, and post the link here.

Maybe the flag can be set through some other unintended means, but I haven't been able to find it yet.
