Regenerating health?

I was roaming around in the ventilation shafts of the GMS compound when I realized my health was slowly regenerating. Is this a glitch of some sort? My Constitution is at 10, and I'm level 3, if that helps.

Minor wounds will regenerate. Once your health drops below 85% it won't regenerate anymore.
