Solid Beginner Sniper Build

Hey, just finished a play-through with this build and thought that it was good enough to share. Was able to kill the big man downstairs in a single turn on normal

Also, asking what can be changed to improve it. (Some of the stats aren't that good because they are supplemented with things like tabis and stealth tact vests.)
