Cyclop's Eye static location

Cyclop's Eye is a very build defining item and unlike Commando Belt, it has no static location anywhere in the game, making building for it extremely unreliable. It should have some static location, maybe Upper Underrail lunatic camp.

If anything, it ought to be a random encounter with somebody wearing it (preferably somewhere less used, such as upper caves or the SW tracks in lower underrail). 

However I disagree that it should be static; you can build around it, but your build wouldnt really be any different from any other MT build (other than not taking the feats that can't apply to plasma beam).  There's also the unprojector and stilts.
