Tithonus- Please Help

I've been grinding in DC for days now and finally I just need one more item,the hydraulic control valve from Tithonus lab.On entry there is nothing interesting to play with except for the console and my hacking skill is too low to interact with it.It mentions a keycard but i've searched everywhere with no luck.What am I missing?

I'm not 100% sure about this, but the card should be in the housing complex (building with lots of webs in it). Second floor, south area. I think this one card is available from the start, unlike the rest, which you can only get after you reroute power to the complex.

Do you mean Master Keycard?
If so yes, no power is required. Just got to the area by exploring DC, so it is really fresh to me.

I headed back to the residential complex thinking that this was the obvious place to look but still nothing new.I've got the master keycard in my inventory and it doesnt seem to be the right one.I've got hollow earth powered up but i am just stumped as to how i'm supposed to get past that bloody gate in the lab

It should be a named keycard - Dr. Maria Hope's keycard or Wasi Abdul's card from Caerus should do the trick.
