Descriptions cut-off in windowed mode

When in windowed mode, the top of the weapon descriptions (when the description is big) gets cut-off:

Something similar, but in full screen.

If using 1366x768 resolution in full screen with large fonts, it is possible for item description to also be cut off, unable to see start of the description.

Yeah, just to clarify the windowed resolution above is 1280x720. If I play it full screen a portion is still cut off, but it's a smaller one. So it seems that on one hand it's a resolution bug, but also a windowed mode bug as I'm guessing the text description offsets aren't taking the window borders into consideration.
