Yeah, it's a bug. Fixed so it doesn't happen in the future, but the only way to move that jet ski is to send me your save file and I'll move it for you. In the meantime, you can also find another jet ski at the JSHQ docks. You'll need some components which you can strip from your Patroller, or you can find some shoddy ones in one of the storage rooms armory zone, but that'll also do the trick.
