Jack Quicksilver isn't in core city

after completing both abram and jack quests i cant continue questline.Jack still didnt arrive in core city after progressing the main quest.

Did you attack jack or hurt him in any way? The flag that he was attacked is set to true, and he won't appear in Core City if that is the case.

i might acciedently lure few rathounds in his room, but neither of them fight each other, tho sgs guard might acciedently shot him with burst

Could be the case. I'll add some extra checks so that attacks on Jack don't get attributed to the player.
