When you recycle an item, you get something from it (scraps, a dirty rag); *those* items have a minimum skill requirement to use them in anything (like repair kits or molotovs); that's what I was seeing. The actual skill required to recycle the item is listed down below the item itself and has nothing to do with the other number.
