So prior to visiting Camp Hathor, the lady on the docks will not take you there, however, if you ask her where she can take you, she will tell you she can take you to Camp Hathor... without actually taking you there...
Perhaps she could tell you that she's not visiting there until she's heard news back from Camp Hathor instead of just being weird and not taking you there but telling you she can.
