how do i even "read" the character  builder site ?
 like how do i know when to put my points in x thing is very confusing. already beat thegame or normal with out help btw just want to test out a shotgun build

I have no idea what are you trying to say.
If you mean how to check requirements for feats in https://underrail.info/build/ , they show up if you just just hover your cursor over a feat.
