Obviously, underrail.info decided to block you. Your IP address and/or some other features of the device you are using - for some reason look undesirable to the server which hosts underrail.info. It can be some virus on your device, or it can be your whole subnet (dynamic IPs make it required to block whole subnets nowadays), or even whole region - is blocked because someone in your subnet / region, in the past, did something bad to that server and its administrator blacklisted it, etc.
