In regards to the special attack damage bonus from the Smart Module mod.

Offhand, I don't think so? Special attacks afaik are special bolts, kneecap probably, dunno if chem pistol effects count, probably Aimed Shot, that sort of thing. Burst is just an alt attack mode for enabled weapons.

However, Smart Modules are only for energy weapons, and those can't burst fire. ;) But goggles with Smart Lenses will work the same for all ranged weapons.

Wait what? The description says it works with firearms.

Yes, Burst is a special attack. Any attack ability other than the default attack is a special attack. Special bolts and on-hit effects from chemical pistols are not special attacks.
Look at your quick invoker - anything labeled as attack is a special attack (except the default attack, of course)

Smart goggles just became a much more attractive option for a head slot then.
