Min Maxing?

I was wondering if it would be possible to reduce minimum amount of base ability points from 3 to 1. I find that the current system is incredibly limiting.

Nah, sure he'd be all like "yo, y u so weak?" but he'd be blown away by my awesome psionics and intellect or w/e
