I originally made a thread in general asking about "unsticking" Katya, but then I consulted with some other players on the Discord server.

We found that we were also unable to get a dialog option for actually interfacing with the Jaws monolith (though it's referenced in the .xpbl files).

Is this a bug or working as intended?

Fixed for the next update. You might have to go through her first question about the monolith, and after that you'll get the option to actually tell her that you've been there.
