I noticed this when I went to level up hacking to meet a requirement for a box I couldn't open, only to find the menu telling me I already met the requirement. The haxxor shows the level I can actually pass checks for. My INT was 5.
Playing around with the build tool shows 50 hacking getting modified to 54 by 5 INT, then another 2 by electronics. It looks like the boost from electronics didn't get applied at all.

Apparently this is intentional, I have been told there's just an effective level cap I was low enough level to hit without realizing it existed
