Shadow/Dopplegangers pausing combat (softlock)

I began experiencing this soft lock when the junkyard island quest had begun to spawn the dopplegangers which when the stacks of strange feeling would be removed would pause combat on the enemy turn as I would endlessly wait for something to happen (nothing did.) As these doppelgangers spawning behavior was avoidable I continued playing without reporting on forums.

As I have continued I have not encountered this again since now, on the Protectorate's generator quest with Jookhela's Shadow which led to the pausing of combat on when entering the warehouse/cave to escape Jookhela from locking the gate, and the after fight which spawns one of them which also pauses combat.

This does not crash the game, as I am able to move my camera, the skipping turn or ending combat function does nothing, and am forced to reload a save.

I am using the steam version and this prevents the completion of the quest.

Verifying integrity of files might have fixed this.
