Energy, Engine Power, Consumption and attached part Weight are all wholly dependent on what parts are attached to the Jet Ski.
Unmanned Speed / Evasion Modifier is also heavily dependent on Engine and having Energy from Vehicle Battery.
Having no Engine and no Energy means it is non-functional and cannot be ridden.
