-one location for this item is at rail crossing, Simply follow the rail road tracks south. As you go along the tracks eventually you will soon come into a area where it's very difficult to see. Continue down south following the rail roads and you will see a luminated Ladder, climb up it . From here just go about exploring this area, it's filled with black crawlers. Eventually you will come into a cave and inside that cave you need to climb down a set of rocks. There should be 1 black crawler in this area but once your done handling that there should be 2 skeletons. The skeleton that is located east south most will have a pretty powerful sniper rifle and the 12.7 contaminated rounds blue print.
