Make your way to the [[Institute of Tchort]] in Upper Underrail. A cutscene should trigger when you enter the courtyard. Talk to Efreitor Denzil and he'll give you a task to [[return the Reaching Man]] from lunatics. Once you return it and pass [[Praepostor interview|an interview]], you're free to enter the Institute.
