It's some sort of a commercial civilian wrist computer. Target audience for this product, oddly enough, seems to be young blonde men in jump suits. Unfortunately, it's broken.

Strange Wrist Computer can be found in Depot A in the very same junk barrel that holds Armadillo Class Drill Rotor Circuit Board.

Another one can be found in the northern part of Core City Sewers accessible during Praetorian Security questline.

Trivia

It's a reference to RobCo PIP-Boy from Fallout series.
