This crazed hermit holds one of the South Gate Outposts you are supposed to retake.
Not terribly dangerous, but he has a crossbow and two pet rathounds named Gritsko and Litsko. Taking on all three of them at once can end badly.
You can probably convince him to let SGS take over his outpost with high enough persuasion or intimidation skill(?).
