This arm used to belong to a Phil Bridges, judging by the name patch you had seen on the man's overalls. You can distinctly feel something solid between the hand's index finger and thumb.

Cannot be sold.

Phil's Arm is the plot item you're looking for in the quest Recover the A-RFID Chip. It can be found on a dead technician in the SW room of the Upper Level of West Storage Depot.

It is learned at the Lemurian Health Center that the hand is a living organism, and that the chip inside is indeed powered by the host. Due to its "virus" like nature, it cannot be brought inside the Joint Security Headquarters, though it will allow access to other facilities around the Black Sea.
